GENERAL SUMMARY:
Manages three sections within the Procurement Department; responsible for large complex, and formal procurement actions within Dallas Area Rapid Transit (DART). Supports all DART customers, implements agency (Board of Directors/senior management staff) policies and directives, and applies knowledge, skills, and abilities to ensure timely, effective, and responsive procurement, at a fair and reasonable price, of all architect and engineering services, other professional services, and construction, required to accomplish DART's goals and mission. Ensures that all actions conform to applicable laws, regulations, policies, and agency procedures. Manages a staff of approximately 25, comprised of senior managers, contract supervisors, contract specialists, and support staff. Contracts under management (award, administration, or close-out) are approximately $2.5 billion dollars.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

   1. Manages the operations of a Division of the Procurement Department including Construction and Professional Services Sections. Ensures all procurement activities are processed effectively and efficiently to deliver required items to customers consistent with executive management/Board of Directors policies, procedures, and guidelines. Implements binding procurement processes within the Procurement Department.
   2. Provides overall guidance and assures procurement of all required services, construction, or professional services within established milestones, consistent with DART Procurement Regulations, Contract Administration Procedures, DART Administrative policies, and maintains a sound stewardship over public funds.
   3. Actively leads process teams to improve productivity and efficiency.
   4. Provides oversight of all assigned actions to ensure compliance with established laws, regulations, and agency policies.
   5. Provides training opportunities for assigned personnel to acquire or enhance new or additional knowledge and skills.
   6. Supports and promotes DART outreach programs to increase the vendor base for historically underutilized businesses.
   7. Establishes effective and continuous cooperative communication, in conjunction with the Economic Opportunity and Government Relations Department, with designated community resources.
   8. Consistently seeks best value through sound business and public procurement best practices.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

   1. Bachelors degree in Business Administration, Business Management, Materials Management, or related field.
   2. Nine (9) years contract management experience in a transportation, government, or related environment to include a minimum of five (5) years directing and managing a professional staff involved with contract administration and management.
   3. Proficient using PC and software applications.
   4. High level of analytical and creative skills to find solutions to complex problems.
   5. Written and oral communication skills to communicate with all levels, both internal and external to DART.
   6. Must have experience or skills in one or more of the following areas:
          * Negotiating Complex Contracts
          * Construction Contracting
          * Contracting for Engineering/Architect Services
          * Contract Administration

REPORTING RELATIONSHIP:
Reports to VP Procurement & Material *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
