We are currently accepting applications for the position of Vice President, PreConstruction (Chief Estimator).

This position provides the overall leadership and management of the company’s Preconstruction/Estimating function, supporting all geographic business units (Dallas, Houston, San Antonio/Austin) and market sectors (Interiors, Base Building, Mission Critical, Health Care, Higher Education). As a member of the senior management team, the role manages the department’s staff and resources responsible for delivering the estimating technical expertise required within the scope of preconstruction services, and implements the organization’s estimating strategy, policies, and procedures.

Job Responsibilities include:
1. Develop the overall Preconstruction strategy, policies and procedures in alignment with company objectives, ensuring consistent implementation of best practices within the various offices and sectors.
2. Establish short and long term operational plans and goals for the Preconstruction department.
3. Manage the department’s operating budget, resources, staffing levels, salaries, and work assignments.
4. Lead, supervise, mentor, evaluate, and train the department’s staff of professional estimators.
5. Participate in developing new business through the pursuit of project opportunities.
6. Manage the execution of the full spectrum of preconstruction services as defined by the client’s desired delivery method; Design-Bid-Build (lump sum bid), Construction Management at Risk (CM@Risk) with a Guaranteed Maximum Price (GMP), or Design-Build.
7. Coordinate with Operations, Marketing and Business Development to ensure complete and accurate preparation of proposals, budgets, and presentations to clients.
8. Attend client meetings to present budgets, estimates and preconstruction services, answering any questions and resolving any issues regarding pricing and estimates.
9. Act as the primary point of contact throughout the preconstruction process on major CM@Risk or Design-Build projects.
10. Utilize the internal resources of the local estimating department to produce progress estimates at design milestones (estimates that increase in detail at each milestone), evaluate material & system costs, review document progress & coordination, build & maintain subcontractor relationships, and serve to efficiently transition the job to the operations team.
11. Represent the interests of the client throughout the design-development process, establishing estimates and budgets that address what is fully required to build the project, and filling in the ”blanks” based on experience and historical data.
12. Consult to clients on sustainable “green” construction practices and the LEED certification process, and advise how these efforts may impact cost & schedule.
13. Review lump sum bid packages prepared by the estimating staff for consistency, cost effectiveness, and related concerns.
14. Maintain relationships with certain clients during the actual project to ensure client satisfaction with the project and the company.
15. Manage the company’s subcontractor relationships and pre-qualification process.
16. Oversee the assessment of key bids from subcontractors.
17. Assist and support Operations Management in each office, and participate in strategic and business planning for the company.

Essential qualifications:
1. Bachelor of Science degree in Construction or Engineering.
2. 10+ years of professional experience in the Commercial Construction Management and/or General Contracting industry in positions responsible for estimating and preconstruction services in support of negotiated and hard-bid work.
3. Demonstrated knowledge and expertise in the construction management process as a general contractor gained through positions in estimating, preconstruction, project management, project engineering, and field operations.
4. Strong conceptual estimating and budgeting experience as required by CM@Risk or Design-Build delivery. Ability to accurately develop complete estimates that balance cost effectiveness and profitability with client satisfaction.
5. Diverse sector experience encompassing corporate real estate, office buildings, data centers, health care, higher education, hospitality. Project type experience must include new construction, core & shell, interiors, renovations, and MEP infrastructure.
6. Strong leadership, management, business development, client service, training and mentoring skills.
7. Competent skills in utilizing estimating, project management and office productivity software applications.
